Those who are constructing a business establishment must be aware of the risks associated with all kinds of excavations at the site, however deep the excavation is. Excavation work generally means work involving the removal of soil or rock from a site to form an open face, hole or cavity using tools, equipment or explosives. In order determine and consider all occupational and safety hazards, management procedures must be made. A planned approach is required in order to manage the risks associated with or related to excavation works: Before the commencement of excavation, all types of excavation work should be planned with proper consultation with all the persons involved. These people include the excavation team, geotechnical engineers, contractors involved in the process, RTA supervisors, engineers and excavation supervisor. All types of excavation are subject to risk identification, assessment and elimination and/or control before its commencement, or when there is a change that may introduce new hazards and risks. The risks that should be managed include collapse of excavation, inadvertent contact with utility services, debris falling into the excavation site, persons falling into the excavation, exposure of hazardous substance and drowning. Below are the factors that require consideration during the risk assessment process: * The nature and condition of the ground or working environment * The possibility of flooding or water inrush from any source * The proximity of under or above ground electricity cables, gas mains or other utility services * Whether the excavation is, or will become during works, a confined space * The proximity of any previous or planned excavations * The proximity of other buildings or structures to the planned excavation * The presence of mobile plant and its effect on stability and proximity to the edge of the excavation * The placement of excavated materials and their effect on stability, access, egress and depth * The possibility of the fall or dislodgement of earth, rock or other material * Access an egress * Surrounding vehicular traffic and ground vibration * Vehicular and pedestrian traffic over a covered excavation * Depth of excavation * Security of the site * Potential exposure to hazardous substances There must be a sufficient system of safety that involves shoring, earth retention equipment and other appropriate measures (like benching or battering) that need to be used to control risks from rising from one or more of the following reasons: * When there is a fall or dislodgment of earth, rock or other materials, * When there is instability of excavation or any adjoining structure, * When there is an inrush of water or any other similar substances, such as sewerage * When there is a mistake in the placement of excavated material, * When there is instability due to the person or plant working near the excavation A shoring system may not be necessary if there is no likelihood of a fall or dislodgment of earth, rock or other material from a height of more than 1.5 meters that may bury, trap or strike a person who is in the excavation, due to the slope and nature of the excavation site. A risk assessment should be conducted and given documentation to check if the hazards have been identified and assessed. All persons involved in excavation or work associated with an excavation must be given appropriate information, instruction and training. Areas that must be covered in Training and Instruction include: The construction methods and manual handling procedures that are required for the work to be performed are as follows: * The content of the SWMS, including safety systems to be used * The correct use, care, maintenance and storage of PPE, tools and equipment * The use of plant and associated equipment, including electrical safety and hazardous substances * To ensure familiarity with emergency and communication procedures * Critical warning signs for collapse * Other associated policies and procedures that may apply Whatever excavation work has a depth of 1.5 meters and above requires a written Safe Work Method Statement (SWMS). To ensure the safety of people working on the site, as well as the civilians, all excavations must be secured and barricaded. Examples of different types of securing or barricading may include: * Fences, barricades or hoarding surrounding trenches, pits or excavations within a site * External barricade or fencing of the perimeter of the site * Covering of pile holes or cable holes should they be left unattended * Clear and specific marking and labeling of all excavations of whatever depths as a way to warn and alert civilians and plant traffic. NOTE: All safety barriers, fences, delineations or markings must comply with Australian standards and legislative duties. For medium to high-risk excavation works, no person is allowed to work alone at any time. There should be a standby assigned to check on the working person. The standby person should be located outside the zone of influence at all times. The supervisor may also act as the standby person should there not be anyone available to stand by. NOTE: The zone of influence is the area around an excavation that is susceptible to slippage or collapse (refer to point '5. Definitions' in the 'Working In or Around an Excavation Procedure' ? Throughout the excavation process, safe access and egress must be provided, including to and from caissons and cofferdams. The design drawings should include details of access and egress provisions for cofferdams and caissons. If fixed ladders and platforms are not provided as means of access, a further written risk assessment must be conducted before the commencement of the work. All persons working in or adjacent to the excavation must be made aware of the emergency procedures and these procedures must be circulated among them. It is important to note that excavation failures are very dangerous and risky as they may occur quickly, which may limit the ability of workers (and in some situations, civilians near the vicinity) to escape, especially if the collapse is large or is by a trench. The speed of an excavation collapse increases the risk associated with this type of work and the consequences are significant as the falling earth can bury or crush any person in its path. This can result in death by suffocation or internal crush injuries The magnitude of the consequences particularly in relation to trench collapse highlights the need to protect workers and other person working at or near excavations.
